What is a smart right-wing publication
The development and mastery of the forms of application of artificial intelligence (AI) is a key issue for Germany. The possible uses, opportunities and risks of AI applications are currently being widely discussed: voice assistance systems and chatbots are already an integral part of everyday life for many people. AI systems support doctors in cancer diagnosis and learning software supports companies in purchasing, sales, planning and control within Industry 4.0. Overall, however, the development is still in its infancy.
AI strategy of the federal government
On November 15, 2018, the Federal Government adopted its Artificial Intelligence Strategy. The strategy was developed jointly by the BMBF, BMWi and BMAS. With it, the Federal Government wants to make Germany and Europe a leading location for AI and secure its competitiveness and promote the diverse application possibilities of AI in all areas of society. The focus is on the benefits for people and the environment and the intensive exchange on the subject of AI with all social groups is to be strengthened. In order to achieve the ambitious goals, the federal government has decided to use the 2019 federal budget to invest a total of 500 million euros in additional measures to promote AI in a first step. Up to and including 2025, the federal government intends to provide a total of around 5 billion euros for the implementation of the strategy. The focus is on the areas of research, transfer, social dialogue, technology assessment, qualification and data availability. In doing so, the Federal Government is intensifying the implementation of the Artificial Intelligence strategy and placing particular emphasis on the transfer of research into practice as well as social dialogue. International cooperation in the field of AI
To ensure that the responsible and human-centered development of AI is also promoted internationally, Germany, together with the European Commission and 14 other countries, including the G7 countries, founded the Global Partnership on AI (GPAI) on June 15, 2020.
The aim of the initiative launched by France and Canada is to facilitate and coordinate international cooperation in the field of AI. In the GPAI, experts from research, politics, business and civil society from all over the world will come together to observe developments in the field of artificial intelligence and independently develop recommendations for political decision-makers. She is supported by independent, volunteer experts. The first expert plenum will take place in Canada in December 2020.
Potential of AI for the German economy
A study carried out on behalf of the BMWi shows an increase in gross value added in the manufacturing industry alone of around 32 billion euros for the next five years; this corresponds to a third of the total growth forecast for this area. Many other studies come to similarly high potential for many industries.
In the field of research on artificial intelligence, especially in topics such as learning systems and machine learning, Germany is at a leading global level. There is a need for action in areas such as technology transfer, the legal framework and the digital infrastructure. For modern AI methods and learning systems, the availability and quality of data are also a central prerequisite and determining factors for the quality of the results. However, access to data is often restricted. Therefore, the amount of usable, high-quality data must be increased significantly without violating personal rights, the right to informational self-determination or other basic rights.
In order to make the best possible use of the potential of artificial intelligence, it is crucial to make digital change innovation-friendly and to further strengthen Germany as a technology location through increased knowledge transfer and targeted funding. The BMWi is already funding numerous programs to add intelligent properties to systems, such as the technology programs “Smart Data”, “AUTONOMIK” or “PAiCE - Digital Technologies for Business” with a total volume of 140 million euros. Federal Minister of Economics Peter Altmaier advocates European cooperation in the field of AI, for example with France.
Intelligent networks: networking the virtual and physical world
Based on the progressive merging of the virtual and physical world in both private and professional areas, communication networks are becoming more and more important, especially in the education, energy, health, transport and administration sectors. Telecommunications and information technology are therefore part of the so-called critical infrastructure that ensure economic success, public safety and social continuity in Germany. The intelligent linking and control of basic social infrastructures could generate an economic potential of over 55 billion euros per year - this corresponds to around two percent of the gross domestic product in Germany.
Even for particularly demanding communication solutions, for example in industry, modern communication networks must have intelligent functionalities and adequate interfaces to production-related systems in order to provide autonomous, secure and reliable networking of individual devices and components. In order to make the best possible use of the potential and opportunities of intelligent networks, it is therefore crucial to promote intelligent networking across all sectors.
Stadt.Land.Digital initiative: measures and goals
The Intelligent Networking Initiative promotes systematic networking among the various actors. With the open innovation platform, the Federal Ministry of Economics has created a contact point for experts, professional users and end users through which they can exchange ideas and projects. With a variety of activities, the Open Innovation Platform contributes to a better understanding of intelligent networking and thus provides new impulses.
Since May 2017, the open innovation platform has been focusing on artificial intelligence and intelligent networking. Together with the community, the opportunities, potentials and challenges of artificial intelligence as part of the intelligent networking of Germany are to be examined in more detail. Because in order to actively shape the development and application of artificial intelligence in Germany, it is crucial to get a general overview of the specific role artificial intelligence currently plays in the five sectors of education, energy, health, transport and administration. The BMWi is therefore planning a study on the potential of artificial intelligence in the light of the new technical possibilities in order to be able to take artificial intelligence into greater account in the funding programs for R&D and innovation funding.
